Strengths: Extreme arm speed; strength throughout core and legs; high-tempo delivery; repeats delivery and arm slot; electric stuff; FB is plus plus; works 93-to-97 mph; some downhill plane; three-way explosive life; hard arm-side run; can sink and cut it in lower velocity band; deceptive look and late hop towards batter; a swing-and-miss offering; CB is a hammer; low-80s velocity and with hard downward action; tight spinning and sharp bite with 12-to-6 shape; deep depth; gives FB look out of the hand; CH flashes average now; sinking action; replication of arm speed and mechanical consistency gives him ability to have a third average pitch; can work all pitches in and out of the zone; plus control; above-average command projection; elite competitive makeup; bulldog mentality; attacks hitters.

Summary: Transitioning from reliever to starter was not a difficult task for a talent like Fulmer. Along with his competitive drive and makeup, Fulmer showed he had the arsenal and command to be Vanderbilt’s Friday night starter, and to be the eighth overall pick in the 2015 MLB draft. Fulmer is small in stature, and his violent delivery causes many to believe his future role might land him back as a reliever – but it’s certainly not due to his arsenal. He features an explosive fastball, plus curveball that projects as a major league out pitch, and a developing changeup that projects to be an average pitch as well. If Fulmer can get his high-tempo delivery under control, and silence the doubters about his durability over the course of 120+ innings, his ceiling is that of a #2 starting pitcher.
