He’s comfortable with a low-80s changeup that shows turnover action, and developing that pitch gives the foundation for a full starter’s arsenal. The Dodgers have had success bringing out more velocity in pitchers with Rooney’s build. For now, we see the ceiling as a low-end #5 type or swingman option who could be more than that with a firmer fastball.
